What is this

This cover is not padded, so it gives very little protection during transportation. But the cover has also a big opening on top to give access to the handle. But so it can't protect the box from rain or dust .
Material quality seems ok and it fit's nicely, but I am asking myself : What it the intended purpose of this thing?
